Since October 1991, P.A.R.K. 4DTV has been distributing art work via the Amsterdam cable under the motto 'Pure image and sound -watching is stealing'. At first, only on Fridays, but later daily, but always from 2 to 3 at night, when most bars are closed and only the befuddled, the sleepless and the zombie zappers sit in front of the box. A nightly hour that knows no limitation of dullness; the bored should go to bed. At that unchristian hour, P.A.R.K. 4DTV provides television as a source of light, an image loop or a moving painting. Always so striking that the presentation immediately catches one's eye on the matrix channel and Park watchers can often recognize each other from the sitting rooms lit by stroboscopic light. The viewer is invited ("Tape this!") to make his own collection. The presentation from the compilers of P.A.R.K. 4DTV, often ex-students of the Gerrit Rietveld Academy, during the past few years has included works from George Snow, Sluik/Kurpershoek and Gerald van der Kaap. Chiel Snijders, the maker of 'Vuil' also passed through the Amsterdam High School for Graphic Arts. Previously, he has made abstract television programmes like 'Dangers' (1991) and 'After the Beep' (1992). For an hour, 'Vuil' shows us the modus operandi of the Amsterdam garbage collectors, as seen through the security camera in the cabin of a garbage truck. The sound track has been modified and features an enthusiastic public that greets every rubbish bag with a cheer or applause. Honour to the garbage man! After all, an hour of 'Vuil' might seem a long time, but an hour on the back of a garbage truck seems undoubtedly longer.
