The young minister has one great obsession: he wants his ministry, re-named from Economic Affairs to Ministry for Pleasure, to achieve continuous rise in the 'nett enjoyment quota'. Homo Economicus used to be dominated by the principles of 'Schmerz und Lust', punishment and reward, but for the creation of his ideal concept of man only the latter element is required. The film looks at first sight like normal science fiction, but reveals itself as a biting, satire when, during a television broadcast, the words are taken out of his mouth by well-known politicians like Erhard and Schmidt. He himself, however, turns out to be unable to meet the demands of the system. His experiences following this break-down make it impossible for him to go on with his work. Funke Stern is no stranger to the Frankenstein theme. Here, however, it is used in a bizarre ending that one hopes will never come true.
