Historical footage from military Germany at the beginning of this century float in moving soap bubbles through the black, scratched frame. There is a lot of sighing at the images of the marching Prussian military who are getting ready for an inspection by their sovereign. Probably a set-up for the First World War. It becomes clear that these were once fragments of news reels in the cinema when subtitles in gothic script appear with message like: "In Erwartung des Kaisers" or "Die Wogen der Begeisterung schlugen hoch..." For more than three quarters of the tape, a voice reads a poem, rapidly followed by a second voice which repeats the text and thereby seems to mock the original voice. It is very difficult to follow the ultimate text of the poem. The credits indicate that it is a poem by Jacob van Hoddis. Despite this, the threat of catastrophe is not annulled.
